Background of the study
In Ibadan, cultural policy has emerged as a pivotal instrument in shaping the development and proliferation of the Yoruba language. Recognizing that linguistic heritage forms the backbone of cultural identity, policymakers have implemented initiatives designed to support Yoruba language education, media representation, and community events (Adeleke, 2023). These policies provide funding for cultural festivals, sponsor language workshops, and integrate indigenous language programs into academic curricula. Such initiatives are critical in counteracting the marginalization of local languages in an era dominated by global cultural influences (Balogun, 2024). Moreover, these policies encourage the production of culturally resonant media content that reflects the historical and social realities of the Yoruba people. As modernity encroaches on traditional practices, cultural policy in Ibadan seeks to create a harmonious balance between preservation and innovation. This study examines how cultural policy influences various facets of Yoruba language development and assesses its effectiveness in promoting linguistic pride and proficiency. By analyzing policy documents, educational reforms, and media outputs, the research provides a holistic view of the ongoing efforts to sustain Yoruba language vitality in Ibadan (Adesina, 2023; Adewale, 2024).

Statement of the problem
Despite the implementation of robust cultural policies aimed at promoting Yoruba language development, challenges persist in Ibadan. Inconsistencies in policy enforcement, limited financial support, and the rapid pace of urban modernization have hindered the full realization of these initiatives (Adeleke, 2023). Educational institutions and media outlets often struggle to integrate policy directives with existing practices, leading to fragmented language promotion efforts (Balogun, 2024). Furthermore, the dynamic cultural environment sometimes diminishes the impact of structured policy measures, resulting in a disconnect between policy intentions and practical outcomes. This study seeks to identify these challenges and investigate the factors that limit the effectiveness of cultural policies in fostering sustained Yoruba language development (Adesina, 2023).

Objectives of the study:

  1. To examine the influence of cultural policy on Yoruba language development in Ibadan.
  2. To assess the effectiveness of cultural initiatives in promoting language use.
  3. To propose recommendations for enhancing policy impact on Yoruba language growth.

Research questions:

  1. How does cultural policy influence Yoruba language development in Ibadan?
  2. What are the main challenges in implementing these cultural policies?
  3. What strategies can improve the impact of cultural policy on Yoruba language development?

Significance of the study
This study is significant as it illuminates the critical role of cultural policy in fostering Yoruba language development in Ibadan. The findings will offer valuable insights for policymakers, educators, and cultural organizations by highlighting effective strategies and identifying gaps in current initiatives. Enhancing the influence of cultural policy can lead to revitalized language practices, increased cultural pride, and improved educational outcomes (Adeleke, 2023; Balogun, 2024).

Scope and limitations of the study:
This study is limited to the influence of cultural policy on Yoruba language development in Ibadan. It does not address broader national cultural policies or language influences outside Ibadan.
